Two groups of students created marketing strategies and tools, including newly developed websites, draft social media posts, recorded radio advertisements, ready-to-print educational and informational pamphlets, interactive events calendars, and promotional videos. The purpose of these materials was to create a coordinated communications campaign promoting the variety of offerings at the center.

In collaboration with the City of El Centro and the San Diego State University Sage Project, master students in the School of Public Affairs were involved in providing recommendations to the city that are aimed at alleviating the homeless crisis. These recommendations were to be specific to the City of El Centro, with students considering the geographic, demographic, and socioeconomic situations specific to the city while conducting their research. This approach led to the overall determination that housing individuals experiencing homelessness at the fastest rate possible requires the use of creative and affordable housing solutions and is the best strategy for alleviating homelessness in the City of El Centro. Using the Housing First model is the most efficient and effective approach to achieving these goals. It was determined that recommendations presented in this document can only work when employing a high level of community and landlord engagement as determined by the group of practitioners of public policy and public administration. Lastly, it is understood that the resources required to leverage funding sources is substantial. Therefore, it is recommended that the leadership of homelessness initiatives for the city consider supporting the design and implementation of the region’s Coordinated Entry System (CES). The data collected here will not only assist in the coordination of the project, but also substantiate the effectiveness of Housing First which will help to mitigate for the resources put into grant acquisition. Many of the students involved in this project are active practitioners of public policy and public administration and as such are grateful for the opportunity to serve the community in the City of El Centro.

This report is a compilation of work based on the research and reporting of students from Dr. Dominika Bukalova’s P A 497 Investigation and Report class, which participated in the San Diego State University Sage Project and their partnership with the City of El Centro. The students were tasked with researching the challenges of homelessness in the City of El Centro and presenting a set of recommendations for possible solutions to the issue. The research conducted by the students explored the particular challenges of homelessness in El Centro as well as solutions that had been implemented in other municipalities of similar size and demographics. The recommendations in this report are aimed at city leaders but also may involve partnerships with nonprofit organizations, private business and other government entities. The solutions are also specific to the needs and challenges of the City of El Centro.

The positioning strategy of the campaign will focus on promoting the value of diversity within Waunakee. Over the past few years, diversity has become a “buzzword”that has become politicized. As a result, it is important for campaign messaging to strive to be nonpolitical and non-polarizing in order to avoid resistance and community backlash. Toward this end, campaign messaging will celebrate diversity by promoting stories about individual experiences. These stories will bring these individuals together through the pride of living in an area that celebrates its residents. The campaign will focus on the present and future of diversity in the village rather than on the diversity issues and disputes of the past. Our strategy reinforces community pride with visuals that showcase the assets of Waunakee — the library, sports games, and churches in order to build on community. We can link the inherent pride in the Waunakee community to the recognition that diversity and acceptance are part of what makes the Waunakee community great.

This campaign seeks to provide education and guidance primarily for these families/parents who are seeking support for newer concerns. This will help
families identify their level of need so that they can utilize resources effectively. The primary goal of the campaign is to both educate and inform families in the Waunakee community on the relevance and importance of mental health in the school community, as well as provide them with the knowledge and
appropriate resources to manage their child’s mental health journey. By providing information and equipping families to navigate mental health
challenges, the campaign will help to normalize the reality of mental health’s impact on the Waunakee student body. Finally, the campaign will help clarify
the school’s role and ability to support students by distinguishing appropriate treatment pathways between school and external resources.

The primary goal of the campaign is to attract new visitors to the senior center in an effort to benefit seniors’ mental health. Seniors in need of attention for
mental health who visit the Senior Center can receive support from the Senior Center and be directed to other social services when warranted. Seniors and
caregivers will be directed to the Senior Center through messaging that positions the senior center as a place with opportunities for socialization, physical activity, and community-building. Messaging will not explicitly point to mental health support, but rather promote wellbeing and overall health as a fun, beneficial, and normal part of life for seniors in the community. By drawing attention to the variety of opportunities and benefits of the senior center, new
visitors will indirectly be benefiting their mental health without fear of stigma or strong language that has been shown to push them away.

Community members in the Village of Waunakee have recognized mental health as a top priorityamongst their senior population. The Village of Waunakee is a tight-knit, rural community thatfaces a significant barrier to mental health treatment: the stigma surrounding the utilization anddiscussion of mental health resources. In conjunction with the Village of Waunakee SeniorCenter, this proposal aims to aid in the normalization of conversations regarding the mentalhealth of seniors. This proposal outlines three evidence-based interventions that utilize localresources to help destigmatize mental health amongst seniors: 1. An adapted Mental Health FirstAid training program, 2. Communication methods for mental health resources, and 3.Intergenerational mentoring between older adults and children of the community.
