The emergency notification system enables one-way or two-way communication between emergency communication staff, first responders, and impacted individuals. Counties have suffered from various severe weather conditions from time to time, including flooding, thunderstorms, tornadoes, hurricanes, tsunamis, freezing conditions, fire, blizzards, and other climatic emergencies. There are also other human-caused emergencies such as hazardous conditions caused by chemical or gas spills, or nuclear leaks that threaten people, wildlife, and property. The County’s Office of Emergency Management (OEM) is responsible for warning the affected population to minimize loss of life and property from disasters, provide emergency planning, minimize and reduce the impacts caused by the disasters through proactive prevention, mitigation, preparedness, response, and recovery [1]. This report provides detailed analysis on the emergency communication channels used to minimize and reduce the impacts of natural and human-caused disasters. The report’s objective is to provide recommendations on using additional communication channels to improve reachability, enable two-way communication between OEM and County residents and to make the notifications actionable. The report aims to analyze the various existing notification systems and communication channels successfully used by other counties, understanding alerting privileges through social media, and identifying the current system limitations.

The Howard County Department of Corrections (HCDC) protects the public and its employees by providing safe, secure and humane conditions for persons legally under its authority. To achieve this goal, the department offers many programs and provides multiple opportunities for offenders to become law abiding and productive members of society. The aim of this capstone project is to help in the fulfillment of HCDC’s strategic goals. The project entailed analysis of data generated by various sub-departments within the correctional facility, which in turn will help the facility identify trends and gain insights to further improve the facility’s programs.

To increase public engagement in Howard County and the Columbia Association, this report provides strategies for online and in-person engagement activities and programs. It suggests that both organizations continue to develop strong technology infrastructure, such as optimizing Wi-Fi services, maximizing the OpenHoward Data Portal’s effectiveness, and investing in mobile website design. Both groups can use virtual meetings, streaming TV, and social media to interact with residents. To include the entire population in the decision-making process, the County can design programs specific to various age and ethnic groups. These strategies are intended to assist the County government in collecting residents’ feedback more efficiently and effectively, which will help build a stronger community and make Howard County a better place to live.

Howard County would like to develop and populate a single holistic database that includes all the information on commercial buildings and occupancies for use by County agencies in various initiatives like inspections, licensing, and billing. Currently, there are many different County agencies that use information regarding commercial businesses, their occupancy and structure characteristics. For example, the County’s Fire and Rescue service needs this information to monitor fire sprinkler alarm systems in safety inspections, and for distributing safety information. Further, a central database would be useful and beneficial for the agencies listed below based on their needs and purposes: Department of Health; Department of Police; Department of Citizen Services; Health Department; Economic Development; Department of Planning and Zoning; Department of Licensing, Inspections and Permits; Department of Finance; Bureau of Utilities (part of the Department of Public Works); Office of Emergency Management; Office of Consumer Affairs. The challenge in creating a holistic database is that there is no one County or State source that can provide current information on all aspects of the data needed, either about the structure of business that they are in, or about the business themselves. Thus, the project’s ultimate goal is to develop a central database for the County, populating it with more accessible data, and creating an ongoing data management system to keep the database updated. This project’s database plan should include comprehensive sources listing, which can be used as a guide to build the central database, starting with identifying data sources and developing a management plan for ongoing data management. This document includes research about available data sources in agencies, including their approaches to acquiring and maintaining it, research about external data sources, and the advantages and disadvantages of including the data sources in the central database. Further, a preliminary “Entity Relationship Diagram (ERD),” is suggested to clarify the attributes and the relationship between them to have a better understanding of the required data fields. Through this research, a final solution is provided that meets the agencies’ requirements to build a holistic central database.
