This project was completed as part of the 2018-2019 Resilient Communities Project (rcp.umn.edu) partnership with Ramsey County. The Riverview Corridor is a proposed modern streetcar line along a 12-mile route that will connect the Union Depot in downtown Saint Paul and the Minneapolis–St. Paul International Airport and the Mall of America, as well as the neighborhoods in between. Business owners along W. 7th Street have raised concerns about the streetcar’s impact on on-street parking, disruption to businesses during construction, pedestrian/bike safety, aesthetics, noise, and long-term impacts on the affordability of commercial-retail space along the corridor. Ramsey County project lead Frank Alarcon worked with a graduate to conduct focus groups and interviews with affected business owners to acquire a deeper understanding of their issues and concerns early in the planning process, and inform an upcoming Draft Environmental Impact Statement (DEIS) and future planning for construction and operation of the modern streetcar line. The student’s final report is available.

]]> Investigate opportunities and strategies for assisting residents to age in place in Minnetonka, either by remaining in their homes or relocating to more appropriate housing in the city.

Assess the economic, social, health, recreation, housing, transportation, and other needs of aging residents in North St. Paul, and identify programs or policies that will support residents aging in place in the city

]]> This is a proposed multifamily apartment building targeted towards young professionals,
low-income families and students attending DCTC who are looking to live and work in Rosemount,
MN. The city of Rosemount encourages the development of lifecycle housing within its city limits
and according to the Rosemount comprehensive plan, multifamily housing is one approach to
providing affordable housing in the lifecycle. City officials stress a need for this type of housing, as
currently members of the local workforce and students attending Dakota County Technical College
are finding housing in nearby communities rather than residing in Rosemount. This development
would be a step to help fill that need and alleviate concerns raised by City officials.

]]> Identify opportunities for making the Village Creek neighborhood more walkable, increasing access to transit and other neighborhood amenities, and improving public spaces in the the area.

]]> Assess the market for mid-priced housing in Minnetonka and neighboring communities to inform future efforts to increase the amount of mid-priced housing in the city.
