En este primer semestre del 2024, la Cl铆nica Jur铆dica Ambiental de la PUCP ha reafirmado su compromiso con la educaci贸n legal ambiental y la defensa de la justicia ambiental en el Per煤. A trav茅s del an谩lisis y desarrollo de casos reales, los estudiantes han puesto en pr谩ctica estrategias jur铆dicas para la protecci贸n del medio ambiente, fortaleciendo sus capacidades y generando un impacto tangible en la sociedad.

Durante este ciclo, la Cl铆nica abord贸 cinco casos de alto impacto: i) Protecci贸n de personas defensoras ambientales, ii) Justicia clim谩tica, iii) Protecci贸n de 谩reas naturales marino-costeras, iv) Contaminaci贸n de humedales en Pantanos de Villa y v) Protecci贸n de fauna silvestre. Estas iniciativas han permitido que los estudiantes trabajen en la elaboraci贸n de propuestas normativas, informes t茅cnicos y estrategias jur铆dicas que buscan fortalecer la regulaci贸n ambiental en el pa铆s.

Como parte de la metodolog铆a de ense帽anza, la Cl铆nica enfatiz贸 la importancia del aprendizaje en campo. Este semestre, un grupo de estudiantes realiz贸 un viaje voluntario a Paracas, donde pudieron conocer de cerca la situaci贸n de la Reserva Nacional de Paracas, interactuar con comunidades locales y recoger testimonios clave para su investigaci贸n.

Asimismo, se llev贸 a cabo la exposici贸n de casos en el marco de la Semana Ambiental PUCP, un espacio donde los estudiantes presentaron sus hallazgos ante expertos en derecho ambiental, docentes y representantes de organizaciones especializadas. Adem谩s, la Cl铆nica particip贸 en eventos acad茅micos de gran relevancia, como la COP3 del Acuerdo de Escaz煤, la audiencia de la Corte IDH sobre Emergencia Clim谩tica y Derechos Humanos, y el Congreso SRI 2024, consolidando su presencia en el 谩mbito nacional e internacional.

Este bolet铆n tambi茅n recoge testimonios de estudiantes, voluntarios y docentes, quienes destacan el impacto transformador de la Cl铆nica en su formaci贸n profesional y su compromiso con la sostenibilidad. Finalmente, en esta edici贸n se incluye una entrevista a Carol Mora, directora del Programa de Pol铆tica y Gobernanza Ambiental de la SPDA y exalumna de la Cl铆nica, quien reflexiona sobre la importancia de la educaci贸n cl铆nica legal ambiental y el rol de las juventudes en la defensa del medio ambiente.

Durante el a帽o 2023, la Cl铆nica Jur铆dica Ambiental de la PUCP consolid贸 su compromiso con la educaci贸n legal ambiental y la defensa del derecho a un medio ambiente saludable. A trav茅s del trabajo interdisciplinario de estudiantes, docentes y voluntarios, se abordaron diversas problem谩ticas ambientales de relevancia nacional e internacional, impulsando el acceso a la justicia ambiental.

En este periodo, la Cl铆nica desarroll贸 cinco casos estrat茅gicos: i) Defensores Ambientales en la regi贸n de Madre de Dios, ii) Litigio Clim谩tico en el Per煤, iii) Carretera Boca Manu-Boca Colorado, iv) Acuerdo Global contra la Contaminaci贸n de Pl谩sticos y v) Tr谩fico de Fauna Silvestre. Estos casos no solo permitieron a los estudiantes aplicar sus conocimientos jur铆dicos en contextos reales, sino que tambi茅n promovieron la incidencia y la articulaci贸n con organizaciones nacionales e internacionales.

Adem谩s de la investigaci贸n y el litigio estrat茅gico, la Cl铆nica particip贸 en espacios de formaci贸n y difusi贸n. Destacan el viaje voluntario a Madre de Dios, donde estudiantes conocieron de primera mano la situaci贸n de los defensores ambientales, y el evento de exposici贸n de casos 鈥淓studiantes en Acci贸n por la Justicia Ambiental鈥, en el que se presentaron los avances y estrategias desarrolladas durante el ciclo 2023-2. Asimismo, se realizaron charlas con expertos en cambio clim谩tico, delitos ambientales y calidad del aire, fortaleciendo el an谩lisis acad茅mico y pr谩ctico de los casos abordados.

En el 谩mbito internacional, la Cl铆nica particip贸 en eventos clave como el Congreso Global de Investigaci贸n e Innovaci贸n en Sostenibilidad (SRI2023) en Panam谩, el Foro Nacional de Cl铆nicas Jur铆dicas Ambientales en Brasil y la Conferencia Regional del Programa de Montevideo de Derecho Ambiental del PNUMA, contribuyendo con investigaciones y opiniones jur铆dicas sobre la crisis clim谩tica y el acceso a la justicia ambiental en la regi贸n.

El impacto del trabajo de la Cl铆nica se refleja en los testimonios de sus estudiantes, quienes resaltan el valor de esta experiencia en su formaci贸n profesional y su compromiso con la defensa ambiental. Adem谩s, la sistematizaci贸n de encuestas muestra que el 100% de los participantes consider贸 positiva su experiencia, y el 77% manifest贸 inter茅s en continuar su desarrollo profesional en el 谩mbito del derecho ambiental.

Este bolet铆n recoge los hitos alcanzados durante el a帽o, los aprendizajes obtenidos y los desaf铆os futuros de la Cl铆nica Jur铆dica Ambiental PUCP. Focus groups are a technique originally developed as a market research tool. The purpose of the tool is to dig deeper into the 鈥渨hy鈥 of how specific groups feel about ideas, trends, or questions. The Durand-Arkansaw School District Administrator, Greg Doverspike, approached representatives of the UniverCity Year project in progress in Pepin County. He had questions regarding the community鈥檚 attitude regarding the role of the school district in community. Extension personnel met with him, and agreed to do three focus groups that included recently graduated students, business leaders, and current students. The following questions were developed for the groups:
A) When you think of the Durand School District what comes to mind?
B) What are we doing well? What could we do better?
C) Where do you see the school district going in the future?
D) What role could we/do we play in the community? In the County?

In the fall of 2017 and spring of 2018, more than 130 students in six urban planning and landscape architecture classes worked closely with the City of La Grange (pop. 4,700). Hurricane Harvey hit the week of the first community kick-off meeting, postponing the projects and the start of the fall semester. La Grange is 100 miles inland on the edge of the Texas hill country along the Colorado River. As Harvey hovered over the state, La Grange received 26 inches of rainfall, and the river crested to 54 ft. (flood stage is 26 ft.). Nearly 300 homes were flooded, mostly impacting manufactured homes and racial minorities.

Students and faculty developed a comprehensive land use plan, infusing resiliency practices and flood mitigation throughout. The plan includes strategies for future housing, economic development, community facilities, transportation, and parks, and the environment. Additionally, students developed a wayfinding plan, downtown design, and revitalization plan, as well as sustainable strategies to reduce the consumption of natural resources. In total, ten community meetings were held with additional outreach with the long-term disaster recovery group and at the annual Schmecken Fest.

In La Grange, TxTC met with a Planning Ambassador for the American Planning Association, a voluntary educational outreach program that teaches kids about planning. Wilson previously spoke to kids about the community to talk about parks for different ability levels and water conservation. At a public meeting, TxTC worked with the Planning Ambassador Program to garner feedback from youth about their needs and wants for the comprehensive plan.

Students from the Tippie College of Business Marketing Institute developed branding and marketing strategies for the Boone Forks region, consisting of Boone, Hamilton, and Webster Counties, which is one of Iowa’s four Parks to People regions.

Three years ago, Hamilton, Boone, and Webster Counties received funding from Iowa芒鈧鈩s Parks Foundation to develop a master plan as a region focused on achieving economic, social and natural resources balance and improvements.

The Boone Forks Parks to People planning team involves collaborators from the state, county and local government, non- profit organizations and private sector economic leaders to build a robust regional approach for the future. Now that the plan is complete, the next step is to start promoting the Boone Forks region. State level funding has disappeared for these initiatives, but the three counties all believe that the vision is still worth pursuing by other means.

The goal of the project was to create a marketing plan and branding strategy to promote the Boone Forks area to the residents Hamilton, Boone and Webster counties. The Boone Forks area offers many opportunities for outdoor activities such as hiking, bike trails, and so on. In addition, there is an opportunity to increase the awareness of environmental education and the importance of protecting the Boone River.

Working in collaboration with the City of Webster City Parks & Recreation Department, graduate students in the School of Urban & Regional Planning completed a Parks & Recreation Master Plan for Webster City that promotes appropriate land use, active lifestyles, equity, accessibility, environmental protection, and tourism.

For a town of its size, Webster City (pop. 7,877) offers a great deal of open space and outdoor recreational opportunities. The community芒鈧鈩s parks and recreation system includes eight quality parks, bicycle & walking trails, indoor and outdoor swimming pools, and several access points to the popular Boone River.

The significance of the river is evident in Webster City. Providing opportunities for hiking, fishing, canoeing and kayaking, the river is one of the community芒鈧鈩s most beloved amenities.

However, city officials recognized the need to reimagine, update, and improve the park system in order to best serve residents and visitors, particularly as they expect to see a considerable increase in population due to a new large employer in the area. Several new amenities have been previously explored by the city, including whitewater kayaking on the Boone River, a splash pad in East Twin Park, new trail development and connectivity, and camping facilities (namely, rental yurts) in Kendall Young Park, and a new disc golf course.

Webster City parks serve other purposes in addition to recreation. For example, Riverside Park has a newly constructed wetland for stormwater management, and city officials are considering housing development for Hospital Hill, a large greenspace in the center of town. The planning team considered a variety of uses for parks and open space in the context of other broad community objectives, such as downtown development, stormwater management, water quality, and housing. Additional focus areas included financing and funding sources, maintenance, design, education, ecology, marketing, and environmental impact.

The planning process included the collection and analysis of available relevant information, data analysis which determined inventory and condition of current facilities, determination of supply and demand within the community; and recommendations for meeting the needs of the community through an analysis of improved programs and facilities. Public input was essential to development of the plan. The process included interviews, focus groups, public forums, and a survey of residents.

Through a partnership between the University of Iowa Office of Outreach and Engagement, the University of Iowa School of Art and Art History, and the City of Webster City, Iowa, faculty member Dan Miller and his students designed and constructed a 芒鈧搒olar sculpture芒鈧 that will become a permanent installation of functional art in downtown Webster City.

With funding support from the 麻豆视频 network and the JPB Foundation, following a grant application made by the Office of Outreach and Engagement, the City of Webster City will add a new public art piece in their downtown district. This public art piece incorporates dynamic elements powered by solar energy, as both an aesthetic and functional component of the installation with the intention of helping local businesses and residents better understand the potential for solar as a renewable energy source in Webster City.

The sculpture was also designed to reflect Webster City’s history and identity. The inspiration and design best articulated by the artist芒鈧鈩s early description of the concept:

芒鈧揑 was looking for a distinctive feature of the Webster City area and settled on framing this project around the Boone River. The structure of this sculpture takes the meandering shape of the river as found on a map and turns this into a stylized physical structure made from ground stainless steel that emits light. The 芒鈧搑iver structure芒鈧 will be elevated and become the back of a winding seat that crosses the site diagonally. The canopy over head is a based on the Webster city street plan. The river will project light of green and blue hues onto this metal screen 芒鈧揷anopy芒鈧.

This project celebrates the Boone River by creating a sculpture made from stainless steel that is visually pleasing during the day and night. While the lights and sounds of this sculpture will operate during the day, in the evening the blue and green LED light will be stunning as it reflects off the ground stainless steel surfaces. This project will activate the site and create a destination where local residents can relax and engage the sculpture and space.

On-site installation and a ribbon cutting ceremony were held in August 2019.
